NANP Area Code History: 1995

1995 was a watershed year. Finally, the system was ready (well, almost) for the introduction of interchangeable area codes. Actually, the industry was out of options and had no choice but to implement them, but that's another story!

Numerous lawsuits by wireless providers led FCC to decide that class-specific overlays were discriminatory, leading regulators to cancel this and similar overlays in Illinois and southern California. After a delay which resulted in severe number rationing, 281 prefixes were sparingly assigned within 713, then a split executed in 1996. This was later converted to an all-services overlay in late 1998.
